Support Top-Level Application call via a LabVIEW Proxy Caller

Adds support for calling the top-level application via a LabVIEW "Proxy Caller" which might happen when calling the code from Teststand

DetermineProgramVerion.vi Walks down the callstack to find the first valid (i.e non-Proxy) VI to check for version info.
