[GenNet] Extendable Message Blacklist

A mechanism to extent the list of MHL case labels (ie request names) that are not forwarded.

Proposal

The blacklist could be an attribute of the class DQMH-GenNet Message Queue. Then this list can get extended with a method Add to Blacklist before the object enters the loops.
