Move config reading from startup.vi to Project.lvlib

Currently, the startup.vi dictates reading the list of modules from a config.ini file that needs to be placed in the config folder.

Todo

• wrap the code reading the list of modules and the startup module into a subvi and put this subvi into the Project.lvlib. That way, customers can overwrite that mechanism if they need to.
